Dissemination Conference for the Serbia Reports on the Observance of Standards and Codes – Accounting and Auditing
(A&A ROSC)

A dissemination conference for the Serbia Accounting and Auditing ROSC report was held on Tuesday, October 11, 2005, at the Club of Federal Parlamentarians in Belgrade. The report evaluates the country’s accounting and auditing rules and practices, as they compare with internationally-recognized standards and good practice, and identify existing gaps and inconsistencies. In addition, its sets forth a series of policy recommendations aimed at bridging these gaps and creating a robust accounting and auditing environment, which in turn facilitates private sector growth and promotes financial stability. However, in order for the report and its recommendations to be a truly useful policy tool, its findings and recommendations need to be adequately disseminated among all interested parties, particularly users of financial information (investors, creditors, etc.), relevant government and regulatory bodies, academia and much of the private sector in general (listed companies, exporters, etc.).

For this reason, the World Bank, together with the Ministry of Finance of Serbia, organized the dissemination conference. The event gathered approximately 75 participants from the Serbian private and financial sectors, press, government, academia, and the accounting and auditing profession to invite discussion on the draft report, as well discuss the importance of reliable financial reporting more broadly. The conference was opened by Carolyn Jungr, Country Manager of the Serbia and Montenegro Country Office.  The sessions that followed included a number of presentations and comments by distinguished speakers and moderators, which focused on three major issues: first, why a high quality accounting and auditing environment, both in the Serbian context as well as in a broader international context, is important for private sector growth and financial stability. Second, the ROSC findings and recommendations, which lay out what needs to be done to create such an environment. Third, the concrete actions that will be taken by the country’s stakeholders to implement the ROSC recommendations.  Each session was followed by a dynamic question-and-answer period, during which participants shared insightful comments and queries.
